I've stripped just beyond the chine line on the Petrel Play and now want to mark it and cut it (as Nick does in his Episode 4 video "Stripping the Sides." I have used the jig he shows to mark the outside of the sides according to the diagonal mark on the forms. Given that I can't reach the diagonals on form 2 and 14, I'm not exactly sure where I should align the chine cut at the ends of the boat. Any tips would be greatly appreciated.

Batten
While I am not familiar with the kayak you are building, I will offer a couple of suggestions.
a) contact the designer of the kayak you are building directly with your question. The designers I have contacted were all very helpful
b)use a batten ( a long flexible strip of wood) to extend a fair line from the points you have onto the section where you cannot see your line

From the plan sections for molds 2 & 14, add the thickness of the strips and make a template to mark the chine location on the outside of the boat.
Or just measure on the plans with a measuring tape or transfer the measurement with a pencil and strip of paper.
As John VB mentions, a batten to ensure a smooth curve is important - if there's a conflict between the marked locations and the fair curve, I tend to use the fair curve from the batten.
But you have probably figured this out already....

JA and JVB, thank you. I followed both of you suggestions. I contacted Nick directly and as he says over and over, and as you both emphasize, getting a fair curve is more important than exact locations. So, I did that and it looks really clean and fair (IMHO).
