S&G: Back band to center of buoyancy distance

What is a good rule of thumb for the distance from the back band to the center of buoyancy? Bryan Hansel's website says 12 inches, is that a good rule of thumb? I presume the goal is to have the center of mass on top of the center of buoyancy?
