Mike's references got me thinking.

I happen to work with NURBS but I think my thoughts would apply to edges defined by Bezier curves.

The ruling lines on a developable surface are on the same plane. So, what if you make the control points of the curves on the same plane?

Below I have the bow of a boat defined by two surfaces which are defined by 3 curves A, B and C. Each curve has 4 control points.

To have c0-continutity at the stem, A1, B1, C1, and C2 all need to be co-linear. Now I start with each column of control point being co-planar with the columns on either side. So Column 2 (A2, B2, C2) are are all on the same plane as Column 1 (A1, B1, C1). I forced this by putting B2 on the same plane as C2, A1 & A2.

Next I wanted the Line B3-C3 to be co-planar with Line B2-C2 so I forced B3 to be on the plane with B2, C2 and C3 (because C3 is constrained to be on the center line, then forced Line B4-C4 to be on the same plane as Line B3-C3. (Mainly paid attention to the bottom panel, but the same can be done on the side panel)

Notice how the control lines (connecting the control points) are nearly parallel to the rule lines (magenta). The rule lines are nice and orderly. The body plan (end view) shows the vertical sections (green) and they look pretty reasonable.

So, what I'm thinking is if you make the control points of the curves create neatly developable polygons themselves, the surfaces they create should be be similarly neatly developable.

I tried separating Points B1 and C1, but keeping the co-linear between A1 and C1, but this started to put weird changes in the rule lines, from a practical stand point I think it would still work, but it didn't looks as neat and orderly.

Please excuse the ugly boat shape, this was just a test of the concept. I don't know if it can be used to make good looking shapes.
