Most places don't stock gallons unless you order them for that reason. Not many boats will go thru gallons of varnish fast enough to make it worthwhile to buy it that size, 60 foot plus with lots of varnish maybe.

I did my last mahogany runabout all with quart cans and it was 27' long and 10' wide, HUGE amount of varnish (48 quarts as I remember).
