Tie one end of the bungie to something that won't easily move, the stretch and measure the diameter stretched, it'll shrink some. Drill that size hole. If you go to small it's easy to make it bigger, hard to make it smaller :)

An embroidery hook, Walmart sells them cheap, fabric section of the store, works really well for pulling lines thru holes, put the hook up thru the hole, hook into the line and pull back thru.
