Wetted surface area is just the bottom 4 inches or so--that part of the boat which is BELOW the waterline at the design displacement.

You need to figure the entire boat, which could be about 3 to 4 times that, or more. The deck alone has got as much or more surface area than the wetted area, and then you need to figure in the sidewalls.
