Hi Eric,
what i do when applying a seal coat is brush on the coat let it soak for only a very short time. Then scrape or squeegee the extra off. Let that harden untill it is not sticky at all. About 8 to 12 hours and you will have a chemical bond. Then proceed with the glass work.
If you have never wet out glass then strip some pannels for bulk heads and glass them first. This will give you a chance to learn and feel comfortable before you work on your kayak.
