That's a good question. If you don't plan on rolling and just want to keep water from splashing into the cockpit a 1/2 skirt or splash guard type skirt is nice.
If on the other hand rolling is in the plan, not much will help keep the legs cool except popping the skirt every now and then for a cool down.
I have a Snapdragon Glacier Trek and it is slightly cooler than my Ocean Trek skirt. The Glacier Trek can be loosened at the top for a little venting but that isn't much help on a sunny southern day.
