Yes, the plies are very consistent in thickness and quality. This plywood takes very well to end grain sanding and even after boiling/soaking, the end that I sanded retained its silky smooth feel. Also, with the soaking, the 17mm has increased to about 18 but that is certainly nothing to be concerned with!!
