You want 1/4" bungee which is actually 7/32. Boating stores always have it but usually only in white. For colors on the E. Coast try Defender Industries in Waterford, CT.

It's not hard to find good bungee. All kayak stores carry it and usually in black.

Many paddlers do a paddle float reentry just holding the paddle against the back of the coaming with one hand, but I think you're wise rigging your boat for your needs.
