I don't consider that much water to be normal, and I agree with Jeff that there's a leak somewhere (obviously). I just don't get water in my boat when I'm merely paddling around. Rolling is what does it, for me - I hang out upside down a lot, and any hole I missed lets in some water. Plus I wiggle around in the boat and the skirt seal gets stressed plenty.

More silicon has usually fixed any drips I've found . . . .
