Paddle: making tenon for ferrule

How does one make a tenon to use a ferrule for a paddle? Irrespective of why one would need a 2-piece paddle - I read lots of places how nobody needs a 2=piece :-) I don't have a lathe with a large enough spindle to pass a shaft blank through, or enough capacity to turn a half-shaft
