Color sanding is taking the imperfections out of a painted surface, usually just orange peel (surface looks a bit like the peel of an orange, look at the paint on your car as an example). Once the clear is completely cured, has to be hard for this to work, you generally lightly wet sand with 320, then work up to 400-600-800-1000 and if you can find it up to 2000. Each grit takes out the scratches the previous one left, the really fine paper feels a bit like silk, leaves the surface very smooth. Then the surface is polished to get it shiny and clear again, but if done right will leave a perfect surface. Not sure I'd bother to do it on a kayak I'd want to paddle, it won't stay prefect for long anyway.
