I've found the cheapest way to make float bags is simply to buy some wax cloth, the kind used for waterproof tablecloths, and simply iron it together.

Around here you can get the wax cloth for about 2$ per metre, if you don't mind a flowery pattern on it... :P

And they hold well enough, I made a pretty big one and sat on it for a couple of hours, and when the air finally went out it was the opening that broke, not the ironed parts.

(I can make a photo guide or something if anyone needs it)
