This popped into my head:

-rare-earth magnets.
Your axle idea is good (I like it, therefore it's a good idea.)

Consider this... encapsulate a section of ferrous rod in your skeg. That's your pivot.
On either side of the rod, in the walls of your skeg-box, encapsulate the magnets.
The magnetic flux will become the defacto axle of the skeg.
Lube the inside of the skeg box with epoxy, liberally saturated with graphite.
Finally, tether the skeg with a lanyard to the boat, so that the skeg remains with the vessel when it's jarred free of it's box.
