Thanks for all of the advice.

I ended using a somewhat dull chisel and just spending an hour or two scraping at a low angle. About half-way through I hosed off the boat. I turns out that when the bad spots got wet, they turned milky again, and seemd to get softer. That made it easier to identify the bad spots and easier to get scrape them off. When I got close to done, I fired up the ROS (wearing a cheap mask, but I will get a better one now that I know....) and went at the spots with 120 grit sandpaper. In a couple of places, the epoxy gummed up, probably due to the heat of the sander. I scraped the gummy crap off, changed the sandpaper and kept going.

It if happens again, I will probably take a heat gun to it, use a scraper and the chisel and see if the heat helps.

On to the varnish, almost ready to start the next boat.
