I used internal bungies much as you describe and they've worked out well so far. You can make a finger loop out of webbing pulled thru a slot, same as the deck bungie loops. The slots can be made by drilling a series of small holes and clearing the waste with a thin file or stick wrapped with sandpaper. It's easy and a little less frantic than a router.
