I epoxied a film canister (plastic) to a strong piece of doweling. It was ideal for rolling out the tape. Although I didn't actually need to, it would be easy to glue some sandpaper to it to knock rough edges off.

Failing that, I'd have thought that any strong bit of wood a couple of feet long, with a bit of sandpaper on a shaped end would do. From the bow to the forward hatch is no more than about 5 feet I think on my Guillemot, so a two foot bit of wood plus my arm would easily reach further forward than any stuff sack etc could
