Boats have been made from paper saturated with shellac http://www.duckworksmagazine.com/04/s/excerpts/maib/17/index.htm so just about any resin-like material can be used with just about any "core/fabric". Paint, varnish, elmers glue combined with burlap, old bed sheets, or t-shirts could all make fun and interesting projects and successful boats.

But you still have to do it right. Obviously, that guy didn't.
