If you are going to scarf, then make the scarfs before you cut the strips. This makes better scarf joints and wastes less wood.

On the other hand, scarfing before you cut the strips leaves you with all the problems associated with ripping very long boards and handling very long strips.
Scarfing as the strips are fitted to the forms avoids those problems.
I use the belt sander scarfing method that Nick describes in his book. I find it quick, easy and accurate.
Why does it make a difference to the amount of waste?
