Dust is not an issue with epoxying the boat. Dust just disappears - not that you wouldn't give a good cleaning with a vac or cloth. Dust drives people nuts when varnishing. And to be honest, its more of what settles on that final coat than what's under it.

I usually recommend people especially first-time builders to do the hull first with epoxy, simply because it a good training platform with all the logistics of glassing whereas the deck is the show piece. You learn a lot with that fist epoxying experience.
