The cable is 3mm thick, and if I recall correctly, is 19 strand cable. Fairly stiff.

That's what I used with my skeel, and also what Reg Lake uses for the Sterling skeels, and what the KajakSport skeg kits use, I guess we can consider it 'standard' : 1x19 SS cable, 1/8" (3.5mm) diameter.

Even reducing the curves as much as possible, there seems to be enough friction.

I think you are correct. With a skeel the curves are even smaller radius, since the 'S' has to happen in a couple of feet of casing.
I'd worry more about the skeg 'drooping' out of the slot, or not holding an intermediate setting, than retracting on its own. I don't paddle fast enough to push the skeg up ! :-)
(And if I hit something -log/stick/heavy kelp- I want the skeg to be pushed up rather than damaged.)
