I'm thoroughly confused:

Your post said you are an experienced sea kayaker, yet the confused seas at a fresh water harbor are giving you concern?

If the water is textured then best to loosen your hips and allow the boat to respond to he wavelets without effecting your upper body. If your boat is beamy then you really need to relax even more. A narrow boat will be less affected by the water surface but will require an active paddle for stability. Ballast is not the answer for any seakayaker that I have known.

What boat are you paddling? How large are these confused waters?
