running lights, part deux

No I'm not confused, just slow. So let's get this right, It's ok(legal) to paddle in the dark without any running lights but have a light available in order to prevent collision. OR
red,green running lights with a white stern light of x degrees spread.
I must have this wrong as this requires a lighting system mounted on the bow and stern of the kayak, nothing terribly wrong with that except that I don't know of any waterproof detachable red/green running lights. I mean waterproof as in submersible, the deck of a skiff or sailboat doesn't do what a kayak does!. Paddlling totally unlighted with a flashlight "ready to avoid collision" sounds mighty iffy and unsafe.
