Marine VHF Radio use in Canada

I just received a Garmin VHF 725 marine radio as a (very nice) Christmas gift
and have a few questions for any people experienced with the use of marine VHF
radios in Canada. The Garmin manual states that it is not necessary to get
an individual llicense to operate the radio aboard a private vessel in "many"
circumstances in the US (the quotes are mine). It mentions nothing about usage
in Canada. So my questions are:

1. Do I need to get an operating license to use this thing in Canada?
2. If so, are there any recommendations from people as to courses, etc. in
order to get the license. I have found a course offered by a local power
boating association (see link - it implies that I have to have a license but
other things I have read seem to contradict this) that looks like it will do
the job - any comments or questions I should ask them before enrolling?
3. How does a kayak identify itself to other boat traffic - my kayak does not
have a ship name and apparently call signs are no longer used (although I could
be wrong about this).
