It is very likely that in a protected place with alert and attentive people around, the nonswimmer will not have a problem if "deboated" IF he is wearing a PFD AND is comfortable floating around in water.

Still, it's obvious that being able to swim increases the margin of safety. And some measure of swimming skill should be required for kayakers. An example of minimal skill might be to be able to get to the end of an olympic pool to the other without extra floation and without touching the bottom.
