Lockwire or safetywire pliers. You can get them at auto parts stores like Napa, Snap-On sells them, or you can get them at an industrial supply store or airpark facility.

Having used them quite a bit as a jet mech, I'd caution you about them and their wonderfullness for boat building. They are designed to work with metal fasteners, where you yank and tug with some enthusiasm to get the proper lay of the wire. That will rip the wire right out of your boat. You have to match up the legs perfectly to work it correctly, or else you'll find yourself having the twist right up against the wood on one side, and lose on the other. When you try to fix it, you will either rip it out of the wood, or break the wire. The clamping action is pretty strong on them, and you will find your hand quite tired in a short time from working them. The spinner will constantly slide back and down your sleeve every time you tip the pliers back end down. The spinner only works for the coarse spinning, and does not have the control to work the fine parts as you get the pannels just right.

I would suggest instead using your hands and vice grip type pliers instead.
