207 is the hardener meant for boats which are intended to be left "bright" so you can see the wood. The other hardeners will often cloud even if you did everything else correctly.

Amine blush can cause problems with varnish. I have heard reports of some varnishes being touchy with West System. But, if you leave the epoxy to cure completely (a week or two), then wash and sand the surface thoroughly, you should be able to get varnish to work well.
