Davy You can make a stiff,strong rudder from 1/8 to 1/4 " ply,preferably marine,but top grade ext will do .Cover the ply,on both sides with cedar strips,epoxied in place.Shape,and epoxy 4 oz glass to both sides.Or,2 layers of 1/8 ply with 4 oz glass between.So much for the rudder.Buy or fabricate 2 sheaves,wood or plastic,to be used to raise or lower the rudder.The rudder arms can be made of ply,laminated and glassed.Assembly should be straightforward.Mounting the rudder depends on the hull design aft;just make sure it is strong.As to the pedals,I've not seen a homemade set,yet,that are as reliable as store bought.They must be smooth and strong,and adjustable.
