I put mine out the side above the water line, but you could use the bottom. The pump probably sits above the waterline as well, so a valve failure wouldn't flood the boat. It could possibly create a little drag and maybe noise when paddling, and you wouldn't be able to impress your friends by squirting water out the side ("Look Ma, no hands!")
