Guillemot-Coastal, Hollows in hull.

I am trying to build a G-Coastal and am having a difficult time trying to get the strips to lie on the forms in the hollows at the bow and stern. I am using redwood and have thinned it to 3/16's inch thick, 5/8ths wide and tryied soaking the wood to make it more plyable. I can't get it to lay flat. Any suggestions?
