I second Ross' cabinet scraper suggestion - they work great. As for the plane, the stuttering occurs as the blade digs in, then releases and jumps to a new spot where it digs in again... As you mention, a razor-sharp blade and small throat are parts of the solution. You may also need to back off the blade depth. Also maintain a firm grip, constant pressure, and smooth motion. If you're breaking little chunks of wood out you may be going 'against the grain' - try planing in the opposite direction.
