There's a whole lot of variables still being left unanswered and undescribed in your question. However, presuming the boat is a strip built, presuming that heavy seas involve some green water waves crashings over the deck, and presuming you are far out to sea, I would say that at least a single layer of glass on both sides of the deck are a minimum. My own gut feel (oh so highly scientific) for myself, would at least 4oz on top, and 6 oz on the inside.
