My brother bought a fiberglass kayak called an Extreme Interface, which has a compartment for storage built in, right in front of the cockpit. It is accessed by a large screw type hatch. Works great and is almost un-noticable as it is part of the boat. The compartment is about 3" deep and large enough for GPS, binoculars and lunch.

This would be easy to add to an existing boat and even easier to build it in during construction.
