> boat....... You are dealing with two different type forces on the boat with wind and with wave/water. The wind will push fairly evenly on all "the above the water line profile". This can be balanced (or unbalanced) by shape of the boat, stuff tied on the deck, whether your rudder (if you have one) is retracted and adding wind profile above the waterline, where you sit, etc. Weather cocking usually is more push on the rear half of the boat by the wind. Waves/water movement (generated by the wind) affects the hull below the waterline. It affects it because the forces vary in the wave, faster/more push in the crest and slower/less push in the trough. You can have forces above and below the waterline working in the same or different directions. Balance as best as you can and then use rudders or skegs and strong sweep strokes. Greenland style hulls will usually be more affected because their sterns and bows often catch more wind and their waterline (hull below) is usually shorter for an over all boat length than other styles.
