I'd guess it to be a tie-down for a float bag. It seems to be about 3 inches long, and is probably epoxy glued to the interior of a stripper and looped with 1/8 inch nylon cord. I suspect the float bag would have a clip that would attach to the rope loops. The strange feet on this would be standoffs that would allow a piece of webbing to pass underneath, or allow access for replacing the nylon cord -- which is heat sealed on one end, and fraying on the other.
