I don't know if it is 'minicel', but George Dyson in Bellingham, Wa has closed cell foam, 4"thick for $6 per sqare foot. Much closer than CLC... email me if you need tel #..
You might give Current Designs in Sidney, or Ocean River downtown a call to see if they have a source.
Another idea would be to get one or two kickboards used in swim class. I guess they would be durable and have good water repellancy properties...(never tried it, so take this idea for what it cost you ;)
