Sorry about you friend's bad news.
What would the "reckless operation" fine have been?
Would it have been cheaper to pay the fine instead of $610 in legal costs?
Since the Judge determined that the "reckless operation" was not valid would not the police be obliged to pick up the legal costs? The charge was poor judgement on the officer's part.
