What to do?

I'm in need of some advice. I will be soon ready to join the deck to the hull, but I'm still waiting for my rudder kit to arrive and would have liked to install it before joining them. And I really don't want to stop production waiting for it. How tuff would it be to install the rudder system after the kayak is joined? Please help!
My self imposed Deadline of May 1 2000 is looming closer
