Jack,
It is steam bent ash. I may use this on my next "native" style paddle. I just put an oil finish on my raw wood paddles, so the soft red cedar gets banged up quite a bit. A thin ash strip may take care of the problem. I don't baby my paddles, so this may help stop some of the nicks and gouges.
