Gary,
The Putz Walrus would be a good option. I have built one and it could easily be built by younsters with adult supervision. Cost is under $200 per kayak.
I saw another option today in the Jan/Feb '92 issue of "Wooden Boat" magazine (found in a used bookstore in Port Townsend, WA). The kayaks were based on a North Greenland design but were plywood on frame, and was dubbed "FIGMENT". They were made by 14-year-olds and were then paddled by the same kids on a 100 mile expedition. Each kayak consists of 4 sheets 1/4" luan, bronze ring nails, cheap workable wood for the frame, and 3M 5200 sealant.
