Hi Ron;
First off, I'm not nearly an expert as I'm still building my first kayak - But having glassed *at least* one hull, ;-) I tend to agree with Dean - If it would not wet out, it could have been a contaminated area - Or, an area that the glass mfr did not coat properly with the "epoxy-compatible" coating that the cloth is supposed to have.
Personally, I found the wet-out to be an easy step, and as a novice, would probably attribute that to the materials being compatible - Thorough wet-out should not have been hard to accomplish, from what I have experienced. It sounds like you did things right, but the materials did not.
