Applying 'Glass

I'm getting ready to start a strip kayak, and am thinking about what 'glass layup to use.

From what I've read here, two layers of 2 oz glass is stronger than a single layer of 4 oz glass - in fact it is nearly as strong as a layer of 6 oz glass. So I am considering the two layers of 2 oz. glass.

My question is how those two layers will be applied. With a single layer, you wet it out, and then apply the fill coats. I assume the first step is to wet out the first layer. Then, would you apply a fill coat to the first layer, or would you immediately wet out the second layer, then apply fill coats to fill both sets of weaves.
