I didn't glue the velcro down with epoxy as it came with a self-adhesive backing, so that's all the adhesive that was used. The surface is plenty rough, however, as it's fiberglass but without the weave thoroughly filled.

Are you suggesting I use epoxy to glue down the velcro strips? I've got plenty left over and would be happy to use that if it's the right adhesive for the job.
