I'd like to say it's a retracting toggle but actually it's a deck fitting for the perimeter rope. A little on the large size, I actually reinforced it with a stainless steel wood screw from underneath. Now that I have a dremel type minitool I can carefully sand it down into a lower profile or if I was even modestly talented, carve it into a jumping dolphin or something.
