With the epoxy waiting to dry, I think you are waiting for off-gasing of solvent to finish. Same with the varnish. I just varnished my yak deck this past week and I was reapplying varnish every 12 hrs. Temperature was about 70-75degF and humidity was fairly high as well. I took the thought that as long as the varnish was hard enough to touch and not be sticky or tacky, it was time to apply the next coat. I didn't sand between coats but it may help in the end. depends how much dust is in the air and how much trouble you want to go through to clean up the deck after sanding and cleaning it up between coats. I have waited 24 hrs between coats with no problem as well as that was my standard practice before.

12 hrs waiting may be the new practice along with the dry to touch disclaimer.
