When to switch from epoxy to varnish

I've been reading the debate on staple vs. stapleless and I can see how using staples can save time (but there also some time-saving tricks for going stapleless.
It seems to me that sanding and filling has taken far more time than stapleless stripping. I am having difficulty figuring out when to stop adding epoxy fill coats and start applying varnish.
After sanding each fill coat the fiberglass fabric becomes evident. Is this okay to varnish over?
When sanding the hull yesterday, I noticed some pin-holes where bubbles escaped. Do these require an additional coat of epoxy?
