I've glued in footbraces under similar weather conditions. I started by putting a blowdryer in the cockpit for an hour to get everything nice and toasty. I used MAS Fast Cure epoxy. If you get enough warm daytime temperature, or can help it out with the lightbulb technique, the epoxy will cure. Remember, epoxy cures rather than dries.
