The way I make the cover is by laying material on the boat and sewing darts to get the fit. I want the cover to be tight at 60 mph with no flapping. I don't know how to get a good material fit without the boat being present. You should try a local canvas shop. They could make one using your kayak as a pattern. If you just need a storage cover and don't want to use it as a travel cover, a simple bag with a zipper would work fine. I use white UV resistant material for my covers.
The covers Lee mentioned sound cheap. It would be difficult to find someone to make a custom fitted cover for $200. That may be the way to go.
