Hi Spidey
When I was working in lift truck repair we would sometimes use a heatshrink tubing that had a hot melt adhesive on the inside,this stuff stays where you shrink it.
As for variety of colors , I have only seen it in black.
It is available through industrial suppliers and is rather expensive.
I have used a small amount hot melt glue on nylon rope and bungie and covered it with heatshrink tubing (your choice of color,even clear)and as you heat the shrink tubing the glue will remelt and keep the tubing from slipping off.
Or do this where you intend to cut your cord and cut through the tubing and cord this leaves you with one end of your next cord already done.

Another tip on bungie is to put a dab or two of Crazy glue(the thin stuff)on the cut end of the bungie,the glue will wick itself between the strands of elastic and keep them tied together and bonds to the covering ,this is usefull if you intend to insert a screw eye or something in the end of the bungie...works for me!.
